Make navigation bar optionally fixed at the top
I think that it would be better to give the users the option to fix the navigation bar at the top, just like in Stack Overflow.
If a user receives a notification, and at that time they are busy reading or writing an answer, they would be able to see it immediately without the need to scroll up to the top of the page every now and then to check their inbox.

In terms of code, this may translate to something similar:

The user profile now has a network preference to make the top (navigation) bar sticky. The default is the current behavior (not sticky).
When I'm busy reading or writing an answer:
- I want as much of the window pixels devoted to the task at hand as possible.
- Don't want to be interrupted by notifications.
Modern computers are already way too full of things that try to get my attention regardless of what I'm doing. Let's not add to that. When I'm ready to receive notifications, I'll check for them.
