Should users without the ability to review suggested edits see the 'suggested edit pending...' text if they cannot see the diff?
I just found a post that has a suggested edit pending on it:
The problem is that I don't have the privilege to review edits (or whatever name it has) so clicking on it does not produce any output.
Should I be able to see the suggested edit?
I would say: either show the suggested edit, or do not show anything (for example, just disabling the edit button). The current text suggested edit pending... being clickable produces a frustrating user experience to those who cannot see it.

I would suggest not. It's better to interact with the post in its current state, whatever that is; doing so makes it much clearer after the fact what you were, in fact, looking at.

I certainly agree that it is counterintuitive to make the text "suggested edit pending" appear clickable but not do anything when clicked. However, I would argue that having that text (or something equivalent) there at all conveys useful information. So my vote here is for a middle ground: have the text, but make it just text, nothing more.

I think this is "by-design" and the behaviour is good as is.
Currently user can see that there is a pending edit to a post so they cannot suggest another option. And, actually, it is good:
Some other QA communities allow multiply edits, so history of a Q contains lots of similar changes from different members. That's annoying: If I knew that someone already proposed a good edit I'd not waste my time on fixing Q. Happily. Codidact doesn't have such problem.
or do not show anything (for example, just disabling the edit button)
Nonintuitive. I'd ask: Why I'm unable to edit the Q? Clear message is better.
Answering the second part:
This ability is called "Edit Posts Ability". You can track the progress here
