Answer A: Lack of a link to chat on Outdoors and Proposals
Thanks for the report - it looks like that step was missed when setting up those communities for whatever reason. I've gone and updated the site settings for both Outdoors and Proposals and they should now both have a proper chat link.

Comment Post #290773 In theory, a community can choose whatever licenses they want as long as it still allows us to distribute and use the content (such as for answers). There are defaults, but I don't see any reason that a community needs to be bound to a certain list.

Answer A: Could we adopt the domain “.cd”?
This would require that we purchase a new domain for each community hosted on our network. As a non-profit project funded by donations, that's not a commitment we can make, nor the best use of the resources we do have.

Comment Post #290438 Help pages are post type "4" (HelpDoc) and policy pages such as the ToS are "PolicyDoc", post type 3. In theory, the search help indicates that you should be able to search for them using that the post type syntax, but it doesn't appear to actually work.
