We eventually do plan on having integrated chat, including different access levels for different user groups (such as moderators). Answer A: Meaningful hovertext for voting area
As sau226 mentioned, this is the score of the post. Since the way we calculate post score can be a little confusing, there's a help center article that explains exactly how it works. I agree that it'd make sense to add something like "Score: 0.5" or similar, to clarify what that number is.

"gamification" is a bit of a different concept from "fun". Gamification refers to incentivizing participation; we do this currently via reputation (and Abilities to a certain extent).
