We added that drop-down menu in response to requests from community members. Yes there's a link in the footer (and that has been brought up before), but many feel that we need something a little more prominent. (Moderators can change *close* reasons, which covers most of what's needed for questions, but I don't see a way to change *flag* reasons, which could apply to other post types.) That seems worth a feature request for the future
