Answer A: Stop inserting space after question titles
This is one of those annoying things that sounds like it should be easy to fix, but isn't. There's more explanation in the GitHub issue, but the view is picking up the whitespace in the source code that is required to keep that code legible. It's an annoyance, but we think living with it is better ...

Comment Post #284750 Admins can now delete tags. Mods can escalate a request to admins. (Removing a tag involves touching a bunch of places in the database, because it's "as if it never existed", so admin-only for now at least.)

This is a gap we need to address, yes. There's another way to get rid of them that's a little hacky: you can merge the bad tag into another one. If there's an obvious target (like there were two tags for the same thing but one was misspelled) I would merge into the correct one. If there's no obvio...

Answer A: Reacting without signing in error
The "react" control is now not shown if a user is not logged in. Vote buttons still are; they provide context for the score and, further, voting buttons are widespread on the Internet and people are used to them not working if not signed in, so this should not be surprising here.
